Yes. It's a private server for friends, so there's nothing to buy.
Both work. Premium accounts play through the Minecraft Launcher. Offline accounts use SKlauncher and set a server password on first login.
It's open source on GitHub, and updates are cryptographically signed. Windows SmartScreen may still warn you, because we don't pay for a code-signing certificate.
